Accounting Principals is seeking a highly detailed Payroll Manager to join an amazing company in Chicago with a great mission! This role will supervise the process of the payroll, not a team. You must have at least 5 years of full-cycle payroll experience with a BA degree and understand how payroll relates to the GL and HR. This is a temp-to-hire role, the client very much intends to hire for this role during COVID-19. The interview process will be done via video and the salary is up to 60k DOE once converted.            Principal Duties and Responsibilities

  • Adheres to set processing rules and responsibilities between the Human Resources Department and Payroll Department.
  • Records and administers the complete handling of wage garnishments and child support documents including payment process to creditors. Responsible to follow through on all related correspondence on a timely basis or required by laws.
  • Maintains system tables for computation of pay according to Agency policy in all related payroll software systems.
  • Compiles/prepares or supervises compilation and preparation of other payroll data such as a pension, insurance, and credit union payments, vacations, sick leave, overtime, and taxes. Reviews and approves payroll deductions.
  • Interprets Agency policies and government regulations affecting payroll procedures
  • Supervises or prepares the preparation of government documents.
  • Reviews payroll to ensure accuracy including inactivation status after processing last paychecks for terminated employees.
  • Determines work procedures prepare work schedules and expedites workflow.
  • Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures
  • Distributes vacation and sick day accrual schedule to responsible Management staff on a bi-weekly basis.
  • Maintains payroll summary recaps with authorized CFO signature for each process payroll (Staff, janitorial, and client payroll).
  • Maintains paid overtime statistics for each payroll showing both current and cumulative records by program and Division on a bi-weekly basis including distribution to Executive Director and CFO.
  • Records and adjusts vacation accrual liabilities in the general ledger for each program on a quarterly basis.
  • Maintains and posts payroll data on a regular basis including required month-end accruals on or before the 9th day of the following month.
  • Maintains and updates all required payroll policies and procedures and makes recommendations as necessary for systems and procedure changes.
  • Studies and standardizes procedures to improve the efficiency of supervisors.
  • Maintains confidentiality of all information and adheres to the Agency’s Code of Ethics.
  • Prepares and submits federal, FICA and state income tax deposits and returns, employer contributions, and special allowances.
  • Prepares, reconciles payroll accounting records for the annual audits within given timeframes an act as the contact person for any external audit of payroll records, systems, and procedures.
  • Oversees the confidential management and maintenance of employee payroll records.
  • Attends meetings and participates in special projects, committees and on teams related to payroll issues.
  • Keeps abreast of developments and changes in payroll tax laws, systems, and technologies.
  • Prepares journal entries and reconciles payroll and tax ledger accounts and W2’s.
  • Performs other related duties as assigned.
  •            Specifications:

  • Bachelor’s degree in business administration or accounting plus five or more years experience in computerized payroll administration with some supervisory experience or equivalent combination of education and experience may be substituted.
  • Thorough knowledge of federal, state and local legislation concerning payroll systems and issues.
  • Working knowledge of relevant generally accepted accounting principles and practices.
  • Ability to develop, recommend and implement effective and defensible programs to achieve goals.
  • Ability to organize and analyze statistical data and prepare comprehensive reports as required.
  • Ability to establish and maintain effective working relationships with department heads, other managers, employees, and vendors.
  • Ability to communicate effectively.
  • Proficient with personal computer hardware and payroll software applications, such as fluency with Microsoft XP, NT, Word, Excel, Access, PowerPoint is a must. Payroll and Human Resources software knowledge, such as Ultipro is a plus.
  • Ability and willingness to work overtime hours as required.
